Successful General Assembly in Madrid
ALLEA held a very successful and fruitful General Assembly in Madrid, 16 - 18 April 2008. After the opening by H.M. Queen Sofia of Spain, EC Commissioner Potocnik (on video) and the Presidents of ALLEA, Jüri Engelbrecht, and the Institute of Spain, Salustiano del Campo Urbano, delegates of more than 40 Academies listened to a number of interesting addresses and discussed matters of interest for ALLEA. Fruitful meeting Standing Committee on IPR
The ALLEA Standing Committee on Intellectual Property Rights met on the premises of the Royal Netherlands Academy of Arts and Sciences in Amsterdam on January 24 - 25. During the fruitful meeting it was agreed that the Committee would come up with some (discussion) papers and activities to inform Academies on IPR.

Turn of the year
Every year in academia is different and is accompanied by surprises, new and exciting results in all fields of research, be they related to particles or cells, to cosmology or to materials, or to our understanding of the past etc. Sometimes surely we move more slowly because nature is not always fully open to investigators, but the quest for new knowledge goes on despite possible setbacks. One thing is clear, increasingly we witness the complexity of the world: the pieces form the whole and sometimes interesting things happen at interfaces. Remember the 2007 Nobel Prize in chemistry awarded for studies in surface chemistry.

We all are in the process of building the European Research Area, and ALLEA has produced a statement on this matter touching the essence: in February 2007 we stressed the knowledge based society and the role of Academies in it. A new statement to be issued soon will touch on another important point: research matters in society, and this should be the basis for strategies; the instruments - mobility, infrastructure, cooperation - should be tuned in harmony with basic objectives.

The long history of academies has shown that excellence is the most important quality in research. The research community is pleased that the ERC is active, and that it lays emphasis on excellence. It might be said that in this sense the ERC is nurturing the future would-be fellows of academies.

May the New Year 2008 bring exciting new results, and excellent bright-eyed new researchers, and may the academic spirit prosper for the benefit of society.

Former ALLEA President Kosáry Dies at 95
The former President of the Hungarian Academy of Sciences (1990-1996) and ALLEA (1996-1998), Domokos Kosáry, died in the age of 95, the Hungarian Academy reports. As a historian Kosáry was too much a democrat for the Communist regime. After the political changes in 1989, working for his recognition, Kosáry was unanimously elected as President of HAS. After the ALLEA General Assembly in Budapest (1996), Kosáry served as ALLEA President for a 2-years term. During his Presidency Kosáry was one of the main builders of the future of ALLEA.

ALLEA Steering Committee met in Berlin



On October 25 - 26, 2007, the ALLEA Steering Committee met in Berlin, Germany. The meeting, which was hosted by the Union of the German Academies of Sciences and Humanities, was held in the Wissenschafsforum, the heart of science in the German captial. On the agenda were topics like the ALLEA strategy, finances, relationships with partner organisations and the ALLEA General Assembly 2008 in Madrid.

ALLEA Conference on Cooperation in SE Europe



On October 18 - 19, ALLEA organised a successful conference on 'Emerging Regional Co-operation. Southeast European Academies of Sciences and Humanities in the ERA'. Participants from 21 Academies attended the conference to listen to and discuss with many speakers from Academies from in- and outside the Southeast European region, as well as the European Commission, European Research Council (ERC) and European Science Foundation (ESF).

Annual Asia-Europe Workshop Series 2008/2009
The European Alliance for Asian Studies and the Asia-Europe Foundation Welcome proposals for workshops on themes of common interest to Asia and Europe, to take place between September 2008 and September 2009 in an ASEM member country. Proposals should be received before 1 February 2008.

Conference 'Energy from Moving Water', Stockholm, Sweden.
The Royal Swedish Academy of Sciences, the European Academies Science Advisory Council (EASAC) and Linnaeus2007 are hosting an international symposium in Stockholm, Sweden on 12 November 2007 to explore the potential and challenges of energy from moving water. Present technologies and future prospects will be discussed against the background of the prevailing policy context at national, European and international levels.

Moving water has great potential for energy production. All around the globe, water energy can be exploited, not only in the traditional way with dams, but in the form of waves, tides, river and ocean currents, etc.

KNAW 200 Photo Competition: Seeing Science
On the occasion of its 200th anniversary in 2008 the Royal Netherlands Academy of Arts and Sciences (KNAW) organised a photo competition called 'Seeing Science'. Entering photo's for this competition is open for everybody till 1 November 2007. Entries, which must be related to the theme 'science' in the broadest sense, will be judged by a distinguished jury with, among other, Prof. Frits van Oostrom, President KNAW and Dr. Philip Campbell, Edotor-in-Chief of Nature magazine.

British Academy launches report on Peer Review in Humanties and Social Sciences
The British Academy launched its report 'Peer Review: the challenges for the humanities and social sciences'. The report states that those who judge research into humanities and social sciences are under increasing pressure to assess its quality whilst receiving little, if any, incentive to do so. The report calls for a series of changes by those responsible for research policy.

The British Academy, the national academy for the humanities and social sciences in the UK, produced the report in response to concerns about the peer review process. Peer review is a means of 'quality control' whereby scholarly manuscripts and applications for funding are independently scrutinised by experts in that field. The process has been showing signs of strain in recent years. It is hard for experts to keep pace with changes in academia due to the expansion of print and electronic journals and a growth in research specialisation. The practice and role of peer review is poorly understood in some fields, exacerbated by the diversity that humanities and social sciences cover, ranging from archaeology to music to psychology. Training, therefore, is imperative, says the Academy.

The European Commission has launched a website - ERAWATCH - containing information on research systems and policies, covering the whole of the European Research Area. The Future of Science and Technology in Europe. Lisbon, October 8-10, 2007
The Portuguese Presidency is organising a major high-level Conference on The Future of Science and Technology in Europe, with the support of the European Commission. The Conference will take place at the Calouste Gulbenkian Foundation in Lisbon,October 8 - 10, 2007.
This Conference aims to provide a unique opportunity for interested stakeholders to express their views and to actively contribute to the debate on the future of science and technology in Europe.

Consultation on ERA
With the Green Paper on the European Research Area (ERA), the European Commission launches a broad institutional and public debate on what should be done to create a unified and attractive European Research Area, which would fulfil the needs and expectations of the scientific community, business and citizens.

The debate is open to everyone with an interest in the realisation of a European knowledge society. In particular, the Commission expects to receive responses from research institutions (including universities), researchers, industry, civil society organisations, national and regional public authorities as well as the general public. The Commission will use the results of the debate to prepare initiatives that will be proposed in 2008.

How to participate in the debate?
The best way to engage in the debate is to express your views in the on-line consultation linked to the Green Paper. We are interested in receiving your views on the overall priorities for ERA, as well as on six main dimensions on which the consultation is focused, namely:

Realising a single labour market for researchers;
Developing world-class research infrastructures;
Strengthening research institutions;
Sharing knowledge;
Optimising research programmes and priorities; and
Opening ERA to the world.
You are invited to comment on as many or as few of these dimensions as you wish depending on your areas of expertise and interest.

The online consultation will remain open till the 31st of August 2007.

International Workshop Science Education, Bucharest
The international workshop 'Science Education in School' will be held on October 11-14, 2007 in Bucharest. This event is organized by the Center for Science Education and Training - National Institute for Laser, Plasma and Radiation Physics in collaboration with the European Network 'Hands-on Science', with the financial support of the Romanian National Agency for Scientific Research in the frame of the CEEX Project 'Science Education and Training in a Knowledge-based Society'.

The workshop audience is: researchers in the field of science education, managers and personnel of the institutions directly or indirectly involved in science education (universities, research institutes, science museums, theoretical, technical and vocational schools, education policy makers, non-governmental organizations and local authorities).

Seventh Framework Programme Launched
With an official meeting on 15 - 16 January in Bonn, Germany, the European Commission officially launched its 7th Framework Programme. The Programme is the main instrument for funding research in Europe and will run until 2013. The total support for research will amount to 53 billion euros. The 7th Framework Programme is also designed to respond to Europe's employment needs, competitiveness and quality of life. The official launch for participants took place in Brussels, 7 - 8 February with a Conference for Information Multipliers.

New Presidency Polish Academy of Sciences
At its General Assembly, 14 - 15 December in Warsaw, the Polish Academy of Sciences (PAN) elected a new Presidency for the 2007-2010 term of office.

Professor Michal Kleiber (mechanics and computer science) was elected President. Elected as Vice-Presidents are: Professor Andrzej Górski (clinical immunology), Professor Karol Modzelewski (history), and Professor Wojciech J. Stec (chemistry).

New Presidency for Finnish Academies
Chancellor Kari Raivio has been elected
President of the Delegation of Finnish Academies of Science and Letters for a two year term as of 1.1.2007. Chancellor Raivio succeeds Professor Emeritus Matti Klinge. Furthermore, Professor Leif Andersson has been elected Vice President for a two year term succeeding Chancellor Raivio. Dr. Jussi Nuorteva was re-elected as the Secretary General.

President's New Year's Letter
To all member Academies

A Happy and Prosperous New Year 2007! Let this year be full of new knowledge and exciting new ideas in research!

ALLEA is facing many challenges in the coming years. We are preparing our Strategic Plan, and the main idea followed in it is to unite and strengthen the voice of Academies in science and in science-society relations. We may call this process building a knowledge-based society in general or the European Research Area in particular, but one thing is clear - science is always seeking for new ideas. In Europe, physical and cultural boundaries play a lesser role today than in the past. Nevertheless, diversity is the richness of Europe and 'unity in diversity' as proclaimed at the ALLEA last General Assembly meeting in Krakow is a value to be guarded and developed. Beside technological innovation, the role of humanities in the current decision-making should also be stressed. This is sometimes called soft power, and includes the European ideas of rational thinking, free will and democracy.

The recent ALLEA Questionnaire asked the member Academies about their activities and reactions in building the ERA. Many thanks to those who have already responded. If not, then your ideas are still welcome, but the draft of the ALLEA Statement needs to be finished in January 2007. We would like to finalise our Statement in February 2007, so that it will reach Commisssioner Prof J.Potocnik before the general EC Statement on ERA is issued this spring.

We are now preparing the next volume of the ALLEA Biannual Yearbook, and the Proceedings of the Conference on Common Values in the ERA (Amsterdam, 2005) will soon be published. There are several important forthcoming fora where ALLEA as a whole is going actively to participate. It is a pleasure to witness that ALLEA is a valued and recognised partner to other European and/or world research organisations like ICSU and IAP. The role of many European Academies in research cooperation and science policy is increasing.

I would like to thank you all for your cooperation, and to wish for many new ideas and more contacts in the future.

The Royal Society and Académie des Sciences Microsoft European Science Award
This prestigious award is designed to recognise and reward scientists working in Europe who have made a major contribution to the advancement of science through the use of computational methods.

The 2007 award is open to any research scientist who has made a significant contribution at the intersection of computing and the physical sciences, including mathematics and engineering. (In 2008 the award will focus on computing and the biological sciences.)

The award comprises a trophy and a monetary amount of 250,000 EUR, of which 7,500 EUR will constitute prize money with the rest earmarked for further research.

The deadline for nominations in 21 February 2007, and the award will be presented in the autumn.

A Researchers' Labour Market: Europe - a Pole of Attraction?
On June 1 - 2 the Austrian EU Presidency, together with the European University Association and the European Commission, organised a conference on the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers, entitled: 'A Researchers' Labour Market: Europe - a Pole of Attraction?' The discussions focussed on how to create an attractive and competitive labour market, embedded in the Lisbon-targets for the year 2010. The Charter and the Code of Conduct, adopted by the EC in 2005, are regarded as key elements in the EU policy to make research an attractive career. Other key elements are the interlinking between the European Research Area (ERA) and the European Higher Education Area (IHEA) into an integrated European Knowledge Area (EKA) and two-way mobility of researchers between the academic and the industrial sector. European Parliament approves FP7 proposals
Last week the European Parliament approved the amended proposals for the 7th Framework Programme (FP7), enabling the Programme to become operative on 1 January 2007. FP7, the main instrument for funding scientific research in the EU, is provided with a budget of over 50 billion Euros for the period 2007 - 2013.

Third SE European Inter Academy Council meeting in Albania
On November 10th, 2006 the InterAcademy Council
of Southeastern Europe held its third meeting entitled "Contribution of Academies of Sciences as Important Instrument for European Integration".
The SEE Interacademy Council meeting was followed by the parallel meeting of Program Committee focused on "Updating the List of Regional Projects
already settled during the previous meeting in Skopje and in Belgrade".
The event was organized by the Albanian Academy of Sciences, which holds the presidency for the current year.

The Academies of Albania, Bosnia-Herzegovina, Bulgaria, Kosova, Macedonia, Montenegro, Romania, Serbia and Turkey, signatories to the Venice declaration, adopted the Statute of the SEE Interacademy Council and signed the Tirana Declaration, intending to stress regional cooperation on the basis of regional interest or original similarities, historical or cultural.

The next meeting of SEE Interacademy Council will be hosted by the Academy of Sciences and Arts of Bosnia-Herzegovina.

Steering Committee meeting on Strategy Plan
On October 26 and 27 the ALLEA Steering Committee held its biennial meeting on the premises of the British Academy in London. One of the main items of the meeting was a new strategy plan for ALLEA, to be developed over the next months. Another item was the relationshup between ALLEA and the European Science Foundation (ESF). ESF President Prof. Ian Halliday participated in the fruitfull discussions about this relationship. The next Steering Committee meeting will be hosted by the Turkish Academy of Sciences in Istanbul, 26 and 27 April 2007.

Pieter Drenth honorary member Albanian Academy
The Presidium of the Albanian Academy of Sciences decided to award former ALLEA President Pieter J.D. Drenth the honorary membership of the Albanian Academy, because of his 'important contribution in the domain of social sciences'. Drenth has been ALLEA President for six years, from 2000 till 2006. During his presidency he especially made an effort for the position of Academies in Central and Eastern Europe.

The Vikings and Scotland - Impact and Influence, 20-22 September 2006, Edinburgh, Scotland
The Royal Society of Edinburgh, in partnership with The Norwegian Academy of Science and Letters is organising a conference entitled The Vikings and Scotland - Impact and Influence. The conference will begin with an Opening Evening Lecture by Magnus Magnusson on Wednesday 20 September 2006 followed by a two-day seminar and will take place at the Royal Museum, Chambers Street, Edinburgh. British Academy elects new Board
At its Annual General Meeting, the British Academy elected a new board. Baroness O'Neil was elected as President of the Academy, the new Foreign Secretary is Prof. Duncan Gallie, and Vice-Presidents are Prof. Sarah Broadie (Humanities) and Prof. Adam Kuper (Social Sciences). In relation to the Academy's International Relations, the significant change is that the acting Vice-President of ALLEA, Professor Nicholas Mann, who has served as Foreign Secretary for seven years, has retired from the post. World Conference on Research Misconduct and Research Integrity
Former ALLEA President Pieter Drenth was invited to represent ALLEA in the Planning Committee for a World Conference on Research Misconduct and Research Integrity in Lisbon in September 2007, during the Portuguese EU presidency. The conference is an initiative of the European Science Foundation (ESF) and the US Office of Research Integrity (ORI). The first meeting of the Planning Committee, co-chaired by Dr. Tony Maier (ESF) and Prof. Nicholas Steneck (ORI), was held in April in Paris. At this meeting a number of objectives for the conference were formulated. The Planning Committee will meet again in the autumn of 2006.

Academy of Sciences of Moldova celebrates 60th Birthday
On June 12, 2006, The Academy of Sciences of Moldova will celebrate the 60th Anniversary from the foundation of the first research institutions. This significant event will be marked by the organization in the framework of the Academy of a chain of manifestations focused on both the history of the science development in the Republic of Moldova and the modern challenges that scientific community is dealing with.

In this way, on June 9-10 the General Meetings of the Departments of Sciences of the Academy will be convoked. On June 12, at 9.00 a.m. the opening of the Central Scientific Library of the ASM. will be upheld. In the same day, at 10.00 a.m., the Anniversary Session of the Assembly of the Academy of Sciences of Moldova will be held.

EIT Stakeholders' Meeting Brussels
The European Commission, DG Education and Culture and DG Research, organised a number of Stakeholders' Meetings in Brussels, in order to discuss the outlines of the forthcoming European Institute of Technology (EIT). The EIT, which will be modelled after its example the MIT, should be one of the main tools to reach the targets of the Lisbon Strategy. It is due to be launched in 2007 or 2008 and to be fully operational by the end of the FP7 term, in 2013. The Commission intends to attract a number of high level researchers from research institutes, universities and industry, to form so called Knowledge Communities (KC's). A limited number of KC's should do top level research in some multidisciplinary fields. Eventually the KC's should be (almost) entirely funded by private money. For more details click headline.

ALLEA General Assembly, 22- 24 March 2006
From 22 till 24 March 2006 ALLEA, together with the Polish Academy of Sciences and the Polish Academy of Arts and Sciences Krakow will organise the ALLEA General Assembly 2006. The meeting will be held on the premises of the Polish Academy of Arts and Sciences in Krakow. During the General Assembly a number of important academic and scientific matters will be discussed. One part of the General Assembly will be the Business Meeting, during which the new ALLEA President, Prof. Jüri Engelbrecht, will be inaugurated.

Jüri Engelbrecht elected as ALLEA President
The 52 member Academies of ALLEA | All European Academies elected Prof.dr. Jüri Engelbrecht (1939) as their new President for the term 2006-2009. Dr. Engelbrecht is professor in physics and mathematics at the Technical University of Tallinn, where he is Head of the Centre of Non-linear Studies, and he has served as visiting professor at a large number of universities in Europe. He is Vice-President for international relations and Former President of the Estonian Academy of Sciences in Tallinn. Presently Dr. Engelbrecht is member of EURAB, the Governing Council of ESF and the ALLEA Steering Committee and he was also a member of the European Research Council Identification Committee. Among publishing numerous other books and articles, Mr Engelbrecht was editor of the ALLEA Report National Strategies of Research in Smaller European Countries, published by the ALLEA Working Group of the same name under his Chairmanship.
Jüri Engelbrecht will take over presidency from the current President, Prof. Pieter J.D. Drenth, at the ALLEA General Assembly in Krakow, Poland (22-24 March, 2006).

8th International EuroCRIS Conference, 11 - 13 May 2006
From 11 - 13 May 2006 the 8th EuroCRIS international conference on Current Research Information Systems will be held in Bergen, Norway. CRIS 2006 is aimed at promoting scientific discussion and information exchange on research information systems. CRIS 2006 continues the tradition of encouraging the sharing of experiences among developers, producers and users of research information systems. The conference is further intended to foster discussion on novel approaches and ideas on international dialogue, pan-European cooperation, and the transfer and use of information related to CRIS. ALLEA Steering Committee meeting Rome, 27 - 28 October 2005
ALLEA's Steering Committee will meet for its next half-yearly session in rome on 27 and 28 October, 2005. Among the items on the agenda are the next Presidency, ALLEA's strategic outlook and the oranisation of the General Assembly 2006 in Krakow, Poland.

World Science Forum Budapest, 10 - 12 November 2005
From 10 till 12 November 2005 the Hungarian Academy of Science will organise the 2005 World Science Forum. The theme of this year's Forum is 'Knowledge, Ethics and Responsibility'. In a number of plenary and parallel sessions politicians, scientists and sholars - among whom a representation of ALLEA - will discuss topics related to the theme. Conference 'Towards a European Research Area', Speyer, Germany
The German Research Institute for Public Administration will organise a Fall Conference on the subject of 'Towards a European Research Area'. The aim of this European conference is to advance the understanding and analysis of recent RTD policies at the European level, its intertwining with the national policy level and its consequences for the Research Community. Three sessions will deal with central topics from the debate: 1- the coming into being of a European Research Council, 2- the need for internationalisation of research and the overcoming of barriers to mobility and collaboration, and 3- the ongoing decision process on FP7. Call for Nominees: The Hague Prize for International Law DEADLINE EXTENDED TO 1 AUGUST
In 2002 The Hague Prize Foundation launched The Hague Prize for International Law. The Prize is awarded to individual(s) and organisations who have made a special contribution to the development of public or private international law, or the rule of law in the world. ALLEA presents view on Frontier Research and ERC to EU Science Ministers

EC Researchers in Europe Initiative
The European Commission has initiated a 'Researchers in Europe Initiative'. The Europe-wide 'Researchers in Europe 2005' Initiative aims to promote better awareness of the exciting multi-faceted lives and careers of researchers without whom our society's progress would not be possible. A wide range of activities are taking place between June and November 2005, all designed to improve public understanding of the key role played by researchers in our society, and to attract young people to careers in science. Central European Journal of Social Sciences and Humanities
Quite recently the Academies of Sciences of the Czech Republic, Hungary, Poland and Slovak Republic launched The Central European Journal of Social Sciences and Humanities(CEJSH). This new electronic open-access journal publishes English abstracts of articles and reviews, which appeared in national languages in the Czech, Hungarian, Polish and Slovak journals devoted to social sciences and humanities. CEJSH aims at increasing the international visibility of research results not satisfactorily known abroad because of the language barriers. ERC Identification Committee
The European Research Council (ERC) Identification Committee, established by European Commissioner Janez Potocnik to identify potential members of the Council's governing body, has invited European research and science policy organisations to express their opinion. Expressing the voice of All European Academies of Sciences and Humanities, ALLEA has submitted to the Identification Committee a number of criteria for composition of the ERC as well as for individual membership.

The Identification Committee is chaired by Chris Patten, former EU Commissioner and current Chancellor of Oxford University in the UK. Members of the Committee are ALLEA Steering Committee member Professor Jüri Engelbrecht, former President and present Vice-President of the Estonian Academy of Sciences, Nobel Prize winner Professor Erwin Neher from the Max Planck Institute in Göttingen; Dr Catherine Bréchignac from the University of Paris South; and Professor Guido Martinotti from the University of Milano-Bicocca.

Latvian State President Vike-Freiberga visits ALLEA
As part of her State visit to The Netherlands on 18 and 19 January Latvian State president Mrs. Vaira Vike-Freiberga paid a visit to ALLEA. Mrs. Vike-Freiberga discussed a number of items in the scope of science and humanities with ALLEA President Pieter Drenth, KNAW President Pim Levelt and ALLEA Director Johannes Schroots. Mrs. Vike-Freiberga was accompanied by her husband, well known engineering scientist Professor Freibergs, as well as by the Ministers of Education, Economy and Transport of Latvia.

New Board Estonian Academy of Sciences
The Estonian Academy of Sciences has elected a new board. After ten years ALLEA Steering Committee member Dr. Jüri Engelbrecht stepped down as President of the Estonian Academy. He has been succeeded by the geneticist Dr. Richard Villems for a five-year term from 2004 till 2009. Dr. Engelbrecht will remain in the board in the position of Vice-President. Dutch EU Presidency Concludes with 'Images of Science'
In the framework of the Dutch EU Presidency, the Rathenau Institute, in close cooperation with the Royal Netherlands Academy of Arts and Sciences and ALLEA, organised a conference on 'Images of Science' on 7 and 8 December 2004. Main object of the conference was the contribution to the debate on religious, ethical, legal and social aspects of science in a pluralistic national and international society', the so called RELSification. In a substantial number of speeches, debates and workshops several aspects of RELSification were discussed. It was generally felt that ethical and legal aspects should be implemented into science and it was also notified that there is a renewed interest for religious and philosophical questions in science. The present Dutch Government is an advocate of ethical and social standards and values and the public debate on this issue. The outcomes of the conference will be published early 2005.

EuroCRIS, the European organisation for Current Research Information Systems, will organise a Seminar on 'CRIS + Open Access = The Route to Research Knowledge. Information exchange through institutional archives and the European research Area (ERA)'. ALLEA, one of the sponsors of EuroCRIS, is invited to delegate up to five experts to this Seminar, which will be held in Brussels, Belgium, on 20 and 21 September 2004. Conference on Images of Science
In the framework of the Dutch EU presidency the Rathenau Institute, in cooperation with ALLEA and the Social Sciences Council of the Royal Netherlands Academy of Arts and Sciences (KNAW), will organise a conference named 'Images of Science: Interactions Between Science and Society'. The main subject of the conference will be the influence of religious, ethical, legal and social issues on science, and vice versa, in brief RELSification. ALLEA President Pieter Drenth, one of the initiators of this conference, will chair the plenary Academic Dispute at the second day of the conference. In the conference organisation ALLEA is represented in the International Advisory Committee by the chair of the Standing Committee on Science & Ethics, Prof. Gerard Toulouse, and in the Conference Committee by the Director of ALLEA, Dr Johannes Schroots. From 25 till 28 August, the first EuroScience Open Forum (ESOF 2004) was held in Stockholm, Sweden. More that 800 people participated in debates, discussions and talks on science and technology. The Royal Society of Edinburgh, Scotland, has recently started issuing a quarterly magazine, demonstrating the high quality of science and innovation in Scotland, called Science Scotland. EC Launches Study on 'Open Access'
The European Commission has launched a study on the implications of 'open access', the free availability of scientific publications (e.g., on the world wide web). The aims of the study, expected to be completed in 2005, are to examine the main changes and the key actors in the sector, as well as to improve the exchange, dissemination and archiving of scientific publications. European Research Council to become EU Agency
European Commissioner for Research Philippe Busquin has presented a plan foreseeing the establishment of a European Research Council (ERC) in the form of a EU Agency. In the preliminary proposal the independence of the ERC is ensured, enabling the Council to focus on scientific quality as criterion for selection. EU Agencies are semi-independent organisations executing specific tasks for EU bodies, established in order to decrease bureaucracy.

European Commission Disagrees on Research Budget
The European Commission (EC) disagrees on Commissioner Busquin's proposal to double the research budget over the next years with regard to the 7th Framework Programme. The Commission fears that doubling the research budget will restrict the space of other policy areas. Busquin expects to have his modified proposal accepted by the Commission before the summit of the EU Council for Competitiveness in Maastricht, The Netherlands, 2 and 3 July, 2004. The Union of German Academies of Sciences and Humanities have elected Professor Helmut Sies as Foreign Secretary of the Union. The Union is representing the seven German Academies of Sciences in international scientific organisations. The Union of German Academies is Member of ALLEA and presently represented in the ALLEA Steering Committee.

Common European Patent Rejected
France, Germany, Portugal and Spain have rejected European Commissioner Bolkestein's (Internal market) proposal for a common European patent. Main obstacle was the term for submission of the (twenty) patent translations and the legal problems caused by possible wrong translations. The rejection means a major setback for European patent law. At the same occasion, European Economy Ministers have accepted the proposal for a patent on software related inventions. Despite the opposition of many smaller software companies the proposal was accepted unanimously. The proposal implies that inventions made with special software are patentable. The source code of software will remain not eligible for patenting.

New ALLEA Steering Committee
The ALLEA General Assembly has elected a new Steering Committee for the next two years. The Steering Committee is chaired by the ALLEA President. Members are six elected Academies, serving a maximum of three successive terms, and the host Academies of the last and the next General Assembly. The Steering Committee members for the period 2004 - 2006 are: the ALLEA President (Chair); the Estonian Academy of Sciences, Estonia; the Union of German Academies of Sciences and Humanities, Germany; the National Academy of the Lincei, Italy; the Russian Academy of Sciences, Russia; the Turkish Academy of Sciences, Turkey; the British Academy, UK; the combined Royal Belgian Academies of Sciences and Arts, Belgium; and the Polish Academy of Sciences, Poland. Presently, the Steering Committee has two observers: EASAC and Inter Academy Panel.

New members ALLEA
At the 6th General Assembly in Brussels, ALLEA elected four new Member Academies. The new Members are the Serbian Academy of Sciences and Arts (Beograd, Serbia), the Kosovo Academy of Sciences and Arts (Pristine, Kosovo), the Montenegrin Academy of Arts and Sciences (Podgorica, Montenegro), and the German Academy of Science 'Leopoldina' (Halle Germany). With these four new members the total amount of ALLEA Member Academies has reached 52 from 39 countries.

The Royal Society of Edinburgh has published the first issue of 'Science Scotland', a new project devoted to the inventiveness and vision of Scottish Scientists. The target audience for the publication is the global scientific community. The Board of the Ludvig Holberg Memorial Fund is inviting nominations for the Holberg International Memorial Prize. The prize, which has a value of NOK 4.5 million (approx. EUR 520,000/ $ 640,000), will this year be awarded for the first time. The prize will be awarded to scholars who have made outstanding and internationally recognised contributions in the areas of the arts and humanities, social sciences, law or theology. Steering Committee meeting Brussels 24 March 2004
ALLEA's Steering Committee will hold its next meeting on Wednesday March 24th, 2004 in Brussels, just before the 2004 ALLEA General Assembly. The Steering Committee will meet for the last time in its present composition of 'the President, a representative of both organising Academies of the last and the forthcoming General Assembly and six elected members (Academies)'. Presently, the Steering Committee also includes two observers: the European Academies Science Advisory Council (EASAC) and the Inter Academy Panel (IAP). On Friday March 26th, after the General Assembly, the Steering Committee will keep an introductory meeting.

World Summit on the Information Society
From 10 till 12 December 2003 the first phase of the World Summit on the Information Society has taken place in Geneva. The goal of the summit, organised under auspices of the International Telecommunication Union (ITU), a UNO organisation, is to discuss solutions for the rapid social and other changes, caused by new information technologies. During the first phase a Declaration of Principles as well as a Plan for Action have been adopted. The second phase will take place in Tunis (Tunisia) from 16 till 18 November 2005. Open Letter to Research Ministers
At the World Science forum in Budapest, five European research organisations (ALLEA, ESF, the European Academy of Arts and Sciences, Academia Europaea and EuroScience) commonly issued an Open Letter to the European Research Ministers, expressing their concern on the role of scientific and scholarly research in the (draft) European Constitution. World Science Forum 2003
From 10 till 12 November 2003, the World Science Forum was held in Budapest, Hungary. The Forum, organised by the Hungarian Academy of Sciences, succeeds the 1999 science summit in Budapest, which was also organised by the Hungarian Academy together with UNESCO and ICSU. The aims of the series of meetings are to find answers on present day challenges to science, like questions on science and ethics, sustainable development and peace and justice. ALLEA has issued a standpoint regarding the draft treaty on the Constitution for Europe, as formulated by the European Convention. EP Adopts Legislation on Software Patents
The European Parliament adopted a legislative resolution on computer implemented inventions. The resolution strictly defines what can be understood by 'technical contributions' that software should have to be eligible for patenting. The EP also itroduces a 'grace period' in respect of elements of a patent application for any type of invention disclosed prior to the date of the application.

Professor Pieter J.D. Drenth was re-elected for his second term as President of ALLEA. Drenth (1935), who came into office in 2000, will stay President for a next term of three years, starting 1 April 2003.
