| Intellectual Property Rights |
This Committee was set up in 2001 in response to the concerns felt widely within the European Scientific Community that the increased emphasis on Intellectual Property Rights was having a significant effect on research, both in the content of the programmes which are supported by the funding agencies, and in the way in which scientific workers behave. In particular there were concerns about variations in patent law within Europe and specific issues such as the lack of a "grace period". Moreover the tightening of legislation relating to copyright and in particular to the sui generis right in databases was perceived as a threat to the normal open communication of scientific facts on which the enterprise depends. The Committee has met annually to discuss these issues, has reported to the General Assembly, has alerted Member Academies to specific issues relating to IPR legislation within the European Union, and has lobbied and submitted evidence to the Commission and other relevant bodies to represent the concerns of the scientific community.
